WIPCSRA requires that agencies be accountable for grant funding. A grant written without strong goals and measurable objectives/actions and outcomes/impact is not likely to be seriously considered for funding. (See example at #5 below.)
The Project Plan should be visionary, meet a current community need and significantly enhance the organization's ability to serve their mission into the future.
4. What are your overall project goals? This is a general statement of your project’s purpose, the target population and total number to be served. (Operating requests: what are your agency’s major goals?) * 5.
